It was both surprising and entirely not that Karma turned out to be not one person, but several thousand - a "preternatural cooperative" as it were. There was a CEO (whom no one had seen, leading to the speculation that it had no form and could be anywhere at any time), but then the structure broke into specialties (staffed by people who had a unique ability to tailor the punishment to the crime).
